If you're not adverse to walking a bit, there's a few parking garages within 1.5 - 2km of Pier 55 that are cheaper than parking at the pier directly. You can check on and around Pike and Pine streets and 3rd avenue and beyond.
You neee to pay, most time is very expensive $25 - $40 usd for flat rate.
