Yes, you can dine in. Main dining room and bar area. If you plan to go during happy hour, you have to sit in the bar area for reduced prices.
We were there about 5 days ago, you can buy your stuff and sit at tables on the outside to eat. Not sure if inside is open to sit down and eat or not as most people seemed to be outside.
