I would say Neatarts Beach in Tillamook is where my husband and I found them
There are many places to "hound". My girl and I have found that yes Neatarts beach is a decent place, however for diversity we love beaverly beach south of otter rock and north of Newport and agate beach. There is a wall about 30ft tall just south of the beach entrance that has an amazing collection of fossils and other ancient formations, however digger the out of the wall is forbidden, even though many people do exactly that. As the wall erodes it presents a new experience Everytime you visit. Years ago when it wasn't posted about digging for fossils I found a fossilized clam shell the size of a large dinner plates.
