Why is a us passport not acceptable proof of citizenship for a legal name change along with the official judge signed document with a raised seal?

You need 2 forms of ID. Passport is one, birth certificate is another that can be used. I had the same problem, a name change and the record clerk got some important information on marriage certificate wrong. Seemed like it took forever but it really only took about 2 weeks for the clerical error to be corrected. I'm legally hyphenated now.

Thanks CC Mac. I had the birth certificate and the updated social security card but they insisted on a naturalization certificate and would not accept a passport. I had to drive to Trenton and they accepted the name change without the naturalization which they say is unnecessary.
