No. Contacting the Oregon Parks and Recreation is your best bet when inquiring about specifics related to beach access. There are however many places along the logging roads that are primo for riding and Sand Lake offers the outdoor sand riding that you are looking for. Enjoy!
I have never seen any OHVs on the beach there. Perhaps you could consult the Oregon Parks and Recreation Department website for a more definitive answer, but my pure guess is no. They have many equestrian trails and a proper horse camp there... I doubt they'd want horses and dirt bikes mixing...
No there is absolutely no vehicle access on the beach horse riding is allowed
I don't recall any part of the park that is open to drive something onto the beach. Perhaps there is an entrance a bit further north in the town.
The answer is no. Motorised vehicles can not be used on the beach or on trails within the park
You can't drive anything on the beaches in Oregon but in Nehalem Bay State Park there are plenty of bicycle paths that are great fun to ride on.
