Not really. Even at low tide, the spot mentioned by other people wouldn't be good for clamming. I do not believe there's any restriction against it. The area just had the wing conditions.
You can hike down to the river although I don't know if you can clam there. You could fish though.

Not that I am aware of. There are a couple of places that drop down to the water, idk if there are clams there.
