Yes. It's easy to get a permit. Also, there is a very notoriously strict Parks Dept worker who actually went around asking for permits last summer. Don't think she was in a position to give a summons, but she made it seem like she could. Gave her a slice of pizza and cake. That made her go away. Think that's her thing. She goes around shaking down kids parties for food.
If it's more than 20 ppl you need to call the parks dept and get permission, it's pretty easy
