They don't answer the phone at the LGA location. I think I tried 8-10 times today and the phone would ring a long time and at some point it sounded like somebody cut the call. I wonder if they are deliberately not picking up to funnel calls to the customer service line. Problem with that is that they want 5% of the booking fee for live help. Scam if that is what is going on. So how does not answering the phone affect customers? In my case I missed my flight to NY. My car pickup won't be till the next day. Well I booked third party. A Hertz customer service rep tells me a representative of the booking company has to call and give the new arrival details. Well the booking company calls the local desk. They can't get through because nobody picks up! I really hope my reservation doesn't get cancelled. If it does it will be the last time I use Hertz. I'd give 1 star if it wasn't for the decent people that probably work at LGA, I'm sure there are some. HertZ LGA if you read this make sure you have people to answer the phones. It really creates dissatisfaction to the point you are likely to lose customers.

Yes Hertz should be able to pick you up. After getting your baggage go outside and look for a designated area for pickups. When you see the Hertz shuttle just flag it down and you'll be on your way to the counter
Typically yes, Hertz has never cancelled my reservation when I showed up late( within few hours, sometimes flight was delayed ). However it's always a good idea to call them up and update them. If you are travelling by air and picking up your reservation from airport rental location, in your Hertz reservation you can provide your flight information thus letting them know your flight arrival info.
Getting from the LaGuardia terminals A, B, & C where flights arrive, to the Hertz rental car location requires 2 buses now due to construction! You get on the BLUE Route bus to the old round Pan Am building; where you get off and get on the appropriate rental car bus (Hertz). Rental car buses DO NOT currently come yo Term A, B, or C. In this case you want to get on the Hertz bus as uoir second bus. But the trip requires two buses due to the construction in LaGuardia right now. It's almost as big a mess as "The Big Dig" was in Boston Logan Airport some years ago!
Good luck in getting to then over the phone, buy a lottery ticket, better chances. There is shuttle service, but don't know if they will be operational during your hours. Better to check directly.

They are open at lga from 6 am to 11 pm and the shuttle runs during those times. I am not sure if they let you drop the car off before or after the shuttle stops.

I'd go direct if possible. During construction you have to take two buses to reach Hertz from LGA
If you're asking to return the car and then get an Uber to the airport, then yes, but if you mean the opposite, they do have shuttle buses from LaGuardia to hertz.
Hertz has a shuttle that picks you up at LGA. Follow the signs to Hertz rental pickup.

About 15 to 20 minutes
Assuming you are coming from LGA, the shuttles for most of the car rental companies (including Hertz) depart from Terminal A. Usually you have to take a (free) bus from another terminal to get there (usually purple or red route if I recall correctly).
