My nephew had his wedding there. If you're going to have a party afterwards, book a pavillion ahead of time just to be sure. You can choose any part of the park besides the restricted areas to hold the ceremony. If you want it on the beach, I suggest to do it at dusk when the swimming at the beach is over and everyone leaves. (I also suggest calling the park ahead of time to make sure no rules have changed)
You would likely have to rent a pavilion. I've had several birthday parties there at a pavilion for my son, and we've all migrated down to the beach to swim. I doubt you would be allowed to have the beach privately, just your group. It's a state park, and the beaches are public access.
