You DO have to take the written test. If he passes he can then schedule the driving skills test. He has to bring in his birth certificate, social security card, and two proofs of residency - mail with his name and address.
If you are 18 or older, you are not required to complete the 65 mandatory hours of supervised driving, since you do not require a DL-180TD form to apply for your license. You do, however, required proof of residency.
