The red decals are only available in person and it's for walk-ins only. You must visit a licensing center early. Please check the NJMVC link (https://www.state.nj.us/mvc/locations/facilitystatus.htm before you visit because if it shows a location in RED then that means that agency has reached capacity for the day and isn't seeing any other customers until the following day or is closed temporarily due to an employee testing positive for COVID-19.
