I use to brush my poms who seamed to get tangled and sometimes matted behind the ears. I used a conditioner on the dry fur and used a comb and it helped. Wash them afterwards I have to cut and divide the fur in small section and brush or comb it out. It's best to brush them when they are dry. The best advice is to ask a groomer.
