Because of the city budget, the city can't afford to keep Park employees there after certain time. And because it's along the water fear of someone falling into the water is a major reason why they closed early
Because the Park is open to the water and it's dangerous to go over there when it's dark so they close right before the sun goes down
Make a complaint to the parks department
The time depends on the sun.
