As everyone has mentioned, it is for hotel guests only but wanted to make a correction. You have access to the park until 1pm of the day you check out, not 8:30pm.

The water park is for hotel guests only, but you get access until 8:30pm the dya of check out. It's their way to keep the park from getting overcrowded.
One outside guest per hotel guest. $50 for the outside guest.

If by "everyone" you mean people staying at the hotel, yes. Passes are included with the room. I understand that you can also pay for additional guests as long as they are 1:1 with adults staying in a room.
