The shuttles have access for handicap people. They have a lift for people in wheelchairs. You definitely need to visit the falls, it's beautiful.
We didn't think the stair climb was necessary to enjoy it. The falls can be seen from below and the eagle's nest. Hanging out on the lower level was lovely, too.
You wouldn't be able to do much there because you have to climb stairs to go hiking for most of it. May not be worth the money. There is an elevator to the Eagle's Nest where you can see the Falls but seems like a waste if you don't want to hike up the mountain trails.
