Older children may be able to endure stairs as they're steep and approximately 225 of them. The height may be intimidating as well. There is and elevator in which could use to take up on one side for viewing. The walk to get to falls is beautiful and stroller friendly as well. The zoo close by I've heard is phenomenal just fyi
I would do the zoo. It is open and my 20 month old had a blast. She walked the whole time.
It was super easy for 5 and 8 years old kids to climb 224 step staircase. I'm afraid it won't work at all if a stroller needs to be used, because the staircase is long, steep and narrow. Instead of the stairs, I'd suggest going to the Eagle's Nest viewing platform, accessible via elevator: it goes up to a similar height and shows the falls from the side. The walk was uphill they do have an elevator up there to least take you to one of the platforms so I think that would be okay
