I think they follow Virginia or local regulations
I heard at the age of 16 if you have a permit from your highschool which requires parental consents. This is about 7 year old informatiin I heard from 3 or 4 highschool teacher from Woodson highschool and Annandale highschool. Keep in mind, this is old information and may have changed.
