The best way, in my honest opinion, to help the homeless people in the community is to do just that. Walk up and give it to the homeless people. Most are at least competent enough to say thank you and such. From what I understand, the shelter is charging 1/3 of people's income, to stay on a cot, eat breakfast, then be kicked out, at 7 am, until 5 o'clock in the afternoon.. I'm not sure that I support such methods and have, personally, had some awful experiences in relation to the Boulder sheltering system (such as fulfilling all of the requirements, such as a form of screening for checking TB status, which was a bit much, in my opinion.. Only to be told that I could not stay up here, despite being a homeless female, and open space. The staff did not impress me at any of the sheltering places here, so I would show your support for the people experiencing homelessness by directly helping the people, as the shelters have funding that they already misuse available to them, in my opinion.
