Yes, there are paved paths in some areas.
There is a paved area around the marina, where there is handicap parking, but the paths near there are not paved. The paths at the upper end of the lake are paved; they connect to neighborhood streets but not the park entrance.

The northeast quadrant of the park, going under Braddock Road and connecting with Wakefield Park. Not sure, but one might park at Wakefield and wheelchair to the lake from there.
There is an amazingly well paved section that connects and is beautiful, but mostly not the area directly surrounding the lake itself
If you're looking for paths that are wheelchair friendly the answer is no. Some paths are better than others but most all of them are dirt and gravel. The main roadway through the park is decent and you can see a lot from your car.
