My license plate is a PA plate but I have a NJ license. Can I still get my car inspected here even though my car is registered in the state of Pennsylvania?

You have to go in the state in witch your car is registered.

The inspection is for the car, so you have to get it inspected in the state that it's registered. Since your car has PA plates, then you need the PA inspection.
