I believe that Historic vehicles tagged with QQ plates are exempt from general inspections. If you are looking to acquire the plates, the NJ DMV website lists a few locations where you can reregister and pick up the QQ plates in person. https://www.state.nj.us/mvc/vehicles/historic.htm
