Contrary to other information you might read, fish biologists do know that hatchery fish DO harm wild fish populations. Wild fish hide from overhead stimulation because it could be an osprey. Hatchery fish are accustomed to being fed by a person or food that appears above the water, and therefore they do not hide. So for this reason and others, they out-compete wild fish for food. Hatchery fish can also introduce diseases into wild fish populations. And their numbers can simply overwhelm wild fish. Habitat preservation and restoration is by far the best way to support sustainable fish populations. Any resources transferred to these efforts is a move in the right direction.

I emailed a few times about questions related to fish stocking. Never got a reply back. My tax money put to good use...

You can contact the Bend office at 541-388-6009 but ODFW does not manage water flow. That would be a question for the Ochoco Irrigation District (https://ochocoid.org/).

Depends on whether or not you are fishing for salmon. If not, you don't need it but if yes you need one.
