If your drivers license was valid (obviously it was) at the time you filed for a CPL then the CPL will have the matching / corresponding serial number that goes with the drivers license. I don't think it is required to renew your CPL because your drivers license needed to be renewed and a DL new serial number was issues to you. If you are concerned about confusion when showing a cop your credentials, keep your old drivers license on you so you can show the officer your matching serial numbers. That would immediately clear up any confusion, but also a simple check on the police system computer in a police car would also clear up any confusion. In short, your CPL will be honored until it expires or is revoked.
Off Road Motorcycles are exactly that, for off road purposes only. IF The vehicles are driving on a PUBLIC ROAD then that is not legal. If the vehicles are on private property or a private road they are within the legal boundaries of the law. If the kids are having fun with off road vehicles on their own property; The only law the kids would be breaking is noise pollution; this is only if the decibel rating is higher than the law allows or if the noise persists in the time period 1 hour before sunrise and 1 hour after sunset ( i think this depends on the ordinance and county). I suggest looking up the noise pollution laws in your local area or maybe just being a polite neighbor and asking the kids for a compromise.
Usually there are a few ways that most jails offer putting money "on the books" for an inmate. You can either deliver the money in person at the jail and direct the faculty there what to do with it, or you can contact them via phone and see if they have any ability to accept electronic payments. Most of the time, they only accept cash when it comes to commissary funds. I must warn you that some jails will take the majority of that money and divert it towards the inmates court fees and fines if they are a repeat offender and have not payed off previous fees!
