It says Embassy but I went there and some lady said no at the door I'm confused I'm trying to join the Ukrainian foriegn legion

The embassy is accepting applications for the Ukrainian Territorial Defense Force Foreign Legion.. requirements are ages18 to 62, prior military experience with proof, photo ID., in person interview..

Do i need to go to the Consulate in person to sign up or am i able to email or simply call them to get started. I was in for 6 years and have experience with satellite communications. If there's anything i need to do on my end i am more than willing
