I wrote the original question in Nov, and three days after posting it, the lights began being turned on nightly around 6pm when it gets completely dark. They've been on every (10+) evening that I've visited since. Thanks ECP! Now, please update the phone number you have listed on this Google page as it is incorrect. That or it's not receiving incoming calls properly.
Sounds like you already know the answers to your questions. In everyone's best interest, I certainly hope you chose to report the issues to the correct agency and didn't simply complain on Google!

I don't think it's prohibited, but on the weekends unless you plan to ride early (6-9am) or late (8-11pm), the pathways suitable for a bicycle will be too crowded to enjoy it. The best luck I've had for riding is on virtually any area of the Silver Comet Trail. I haven't been on the entire trail, but every where I have ridden on it has been delightful!
The Park's published hours are daily from 6am until 11pm. That indicates to me that camping is not allowed.

There is a walking running track around park at least equivalent to one around most standard football/ athletic fields. There are also walking trails and a small brook. Great, very relaxing, people self governing park(residents respect park and each other)
The park is family oriented and people for the most part are considerate, caring and supportive of each other in policing the park. Good common sense and sound judgements hold dictate whether or not you blast your music. It is always in good taste not to be offensive to other park patrons as everyone may not indulge in your musical tastes
