Can this application be applied to ceramic tile flooring?

It probably could be, however it is not recommended. The power of this floor comes from the bond that is made when properly prepared (mechanical grinding or shot blasting). This is not possible with ceramic tile as a base. Sorry for the long answer to get to “no”, but there is a reason.
