I would have left zero stars if an option. In my opinion as one of the original residents, the management of the property leaves much to be desired. For example: 4 Community Managers and 10 Assistant Community Managers in 11-1/2 years--what does that tell you? In addition, maintenance has markedly decreased over the years, possibly due to high turnover and long periods of short-staff between turnovers. The property is partly owned by Victory Housing (an arm of the Archdiocese of Washington, DC) and is managed by Humphrey Management. While living at Victory Crest is better than being homeless, and the rent is low (Section 8), I wouldn't recommend moving to Victory Crest except as a last resort.

I live at Rollingcrest commons so i don't know Victory Crest. But the apartments generally are very good.
