I do not work at the acquatics center, therefore I have no knowledge about the front desk personnel. When I was there last weekend, there were 2 English speaking young ladies sitting & greeting people at the front desk.
You do not have to be on a swim team, and they have lanes open for swimming for a small fee per instance. I do not know their recreational swim options where they remove ropes for fun swimming, but I'm sure they have times for that also.

It's $5/visit, I believe. You can get punch cards with various numbers of visits at reduced rates. The pool is 25 yards*50 meters, and swaps back and forth between long course and short course during the summer. There is lap swimming almost always, but constrained by the switches, and occasional other events, like swim meets.
No, you do not have to have a membership. However; if you are not a citizen of Newport News, you do pay a higher price for whatever activities you want to participate. I do water aerobics, and I pay for a 10-day visit. And that's $26. And you go whenever you want. They just punch your card the day you visit. You can also pay by the month. And once you're in there; if there are no other classes after the water aerobics, you can stay in the pool if you so desire.
Mornings are good during week. Prices I am not sure about. It is a great facility

We go as a family of 4 and it comes to like 13.00. I can't remember the exact cost but I do know it's under 20.00 for a family of 4. Also make sure you check the times for open swim or laps because there are designated times. Swim lessons are 35.00 for adults and children. They do not offer swim lessons during the summer which I feel is strange but maybe it's because they are busy. Best indoor pool around though. Much bigger than the Y in Newport News and at least 5.00 cheaper.
I am not sure how swim lessons are offered, so you may want to call the center and ask. There are two swim teams that practice there also, SEVA and CGBD. You may call them as well to see if they offer swim lessons.
The dance room is used often, very roomy useful and will meet all your necessities
