Superior Court Judge Caroline Cliff chose to place protection orders against after stating in court there was no evidence of threats made, at all. WHAT A COMPLETE JOKE. I have already started the process of filing a complaint with the judges association and filing for a motion for reconsideration.

Yes I do believe so.
It doesn't matter where it happened. You go to Oah Harboe District Court. Coupeville is Superior Court and handles felony cases and family matters. So unless you seriously hurt or killed someone on your DUI, you go to Oak Harbor.
You would have to go to the court you are filling with because you have to pay the filing fee, get copies of the paperwork, get the court date, and they may have questions. Then you have to have someone serve the court date to the other person and file proof of service.
