The best way to do this kind of business that is usually a hassle. Katie A. immediately greeted me and efficiently took me through my auto registration, new driver's license and all that entailed. No resemblance to a CA DMV experience.

They can get it issued here for a reasonably price!
When I was there in October 2017, they did not yet offer drivers licenses BUT there was a sign on the wall that said "LICENSES...COMING SOON. They had a designated area where it was obvious that they were setting up to take license photos. It may be worth a phone call to see if they are offering that service and/or when they will be offering it. In my experience, the other DMV was LONG waiting. You cant be in a hurry if you plan a trip there.

They issue the stuff you need, however, being third party, they will make sure it goes to your legal or mailing address.

You can request a title be sent to you. It's an extra fee now that the DMV is keeping all these records online. You can view your titles online now. Am old school and prefer having the title in hand.
