Yes, but she might as well go herself. Get all of her documents together and have them ready or you will have to go back again and again until you have them. I go in the afternoon because it's not too busy. Don't go on the 1st if you can help it. If you do, get there way before it opens.
They stop walk in at 4 ..you can still drop stuff off but will not be seen

They are doing interviews over the phone and depending on what area your in the wait time in the des maybe shorter or longer

It's better to come to office.
First you need your ID, such as a state ID , or a state ID. If it's your very first time I think you will need your Birth Certificate( I had to).Also, your social security card or at least a numer... Next, any other adults on your case -such as sister or husband- need IDs also. Then if your working g you need proof of that from your employer. Then can just write or type up a letter saying you work there, when you started, date of first full check and how many hours a week you work. Also they must let des know if you get health insurance through them. If you recently quit or got fired they can write a letter for that also. Next w the kids' they need their dates of birth,' socials
Go to DES online. That's the best way.

As far as I know they should be open, you can Google that office and it will tell you or the phone number is there you can call it.
Just go in to the office and they will give you a replacement card
