Ridiculous, Delta Air should reintroduce free check on luggage so this chaos at the gate of checking peoples carry on would quit happening. Those of us that respect the limits would appreciate it.

Yes, any pets shipped as cargo on Delta should be picked up at the Delta cargo office. The only exceptions would be military animals checked as baggage, or possibly on Sundays or when Delta cargo is closed, in which case they might be brought to the baggage service office.
