Your friend should talk to an immigration attorney. I happen to be one. USCIS usually does not answer questions like these for a number of reasons. In this case, both tourist visas and student visas are actually handled by the Department of State, not DHS or USCIS. a quick bit of advice, it is not advisable for your friend to do as is proposed. The government is very strict about declaring your actual intent upon arrival to the United States. So if a person says they are here to be a tourist and only visit, that should be there only intent. They should not have the dual intent to obtain a job or school or start a relationship with somebody at the time of arrival. Particularly now in the Trump era, USCIS could one day accuse somebody of lying or making a misrepresentation when they arrived at the border if they were to declare they are only coming in to visit, but within six months take action to stay longer. This can get very complex, that's why I recommend you speak to an attorney.
As far as I know you cannot apply for citizenship with expired green card which means you would need to renew it prior to application.

The question is not clear. CIS does not require certification for interpreters. What they require is that the interpreter be competent.

I wouldn't advise that. You have to have an appointment. They do have an appointment kiosk but it's the same as the website. It's not guaranteed that you'd get a same day appointment. You have to check everyday around 6or7am to see if someone cancelled.

You have to keep refreshing the web browser and looking to an appointment from about 7 AM to 9 AM every day and expect that the appointment will be for that same day. Sometimes they release appointments every morning without notice based on how many employees they have available. Just FYI, thanks to Trump and his evil empire, USCIS is trying to get rid of these in person appointments as much as possible.

There are these possible options,it is not easy though every case will be under an immigration officer consideration but you both provide enough evidence to prove he qualifies for a program to be approved. Here are three possibilities: First petition him for a fiancee visa, Second option: apply for a tourist visa, and third option: apply for an asylum he has to prove that he is under threats or in danger

Since you're asking here, I assume you are not a US citizen. You would need travel authorization while you're green card is processing. Depending on how long you'll be away it will also affect whether you need to do additional paperwork or not. If you are a citizen, then you probably just need a visa, which I know can be a long process for Australia of it's a work visa.

This is a fantastic question for an immigration lawyer. Assuming you are a US citizen and your wife being a resident, from my quick glance, a US citizen can help immediate relatives (i.e. their children) get a green card. However, as you specifically stated "your wife's children," I'm assuming you don't have legal parental staus of those children yourself. I'm not an immigration lawyer, but I would assume that one of the first steps is to become a legal parent of the children and/or your wife would need to become a citizen. There are a number of free 30 minute legal consultation, so you can consider taking advantage of that. Be sure to do your research first though and be prepared to ask questions, as 30 minutes can go by very quickly without a clear direction otherwise.
