The government is very strict about declaring your actual intent upon arrival to the United States. So if a person says they are here to be a tourist and only visit, that should be there only intent. They should not have the dual intent to obtain a job or school or start a relationship with somebody at the time of arrival. Particularly now in the Trump era, USCIS could one day accuse somebody of lying or making a misrepresentation when they arrived at the border if they were to declare they are only coming in to visit, but within six months take action to stay longer.
