I also just emailed them today and they responded with a link to knotfest.com which shows nothing of the sort that the other guy who answered claims. The only covid protocols shown are masking encouraged.
Check their website, they usually update if event is cancelled or not.
They are not allowing any outside food but water will be fine I believe

Dawn patrol is when a balloon launches before the sun rises and lands after sunrise. The balloon must have a light hanging below. They do these flights because they are beautiful but also to give wind information to the other pilots. It adds extra difficulties for the chase crew both during the launch in the dark, as well as during the chase.

Yes. You cannot fly a balloon in the rain. The precipitation cools the balloon, making it difficult for the pilot to maintain the heat needed. For this reason it is not done. Plus in the USA you need VFR conditions for lighter than air vehicles from the FAA, which you don't have in the rain.

The key is to go on a day with little to no wind. Balloons can't fly in windy conditions. Past that, nights with live music add an element of fun.
