The Eastside is open, not sure about the west.
They dont ship items or deliver them. I would recommend grabbing a bus or getting a ride from a friend if you dont have transportation of your own.

Since they have remodeled i think their prices have increased.
Not really sure. They have a nice selection of wines but not quite as big of a variety as would a liquor stire.
