There are neither stairs nor an elevator to the top floor. The only way to access the top floor is via an unmarked ramp outside the garage. The signage and naming of the floors is very confusing.

Very convenient place to park. (At the time I get there) there is plenty of parking.

It costs $15 to park! And you need a smart phone with a QR code reader or try to download their app. If you get a violation for failing to pay it's $25! The only way to pay your violation is online, but you are charged an extra $5 for an "online convenience" fee.

The signage to find free transit parking is extremely confusing and needs to be improved. I was there on a Saturday morning expecting to park for free (or for a nominal amount) and take light rail to Capitol Hill. But there were signs everywhere for $15/day transit parking--on a SATURDAY? Now I believe there may have been free transit parking that I couldn't find, but I still don't know for sure. I decided to drive to Capitol Hill rather than pay $15+ transit fare- found 4 hour street parking for $2, which was all I needed so it worked out. The parking was a frustrating experience because the signage was so bad/confusing! And the information on the internet is not very helpful.

72 hours, if you don't move your vehicle in that time frame, a warning is issued then the vechile gets towed, at the owner's expense.
