I will give this place 5. Well maintained short trail to the falls. Small entrance fee of 2 dollars and pay in the gift shop. Lots of souveniers to choose from. Check the opening hours so you will not waste your time driving. Not crowded today and able to take good pictures.

A little odd you have to go on a college campus but it's still beautiful. Drive all the way to the back, go in the bookstore and pay inside. The entrance to the path is in the back corner of the bookstore

Yes, there is a path that goes around the side of the gift shop
There's a small waterfall behind the old powerplant (to the left of the gatehouse) there's a picnic table there
The last time I went the gift shop was closed but they had the gate open on the side of the building and you can still go to the falls
If it can fit through standard door frame, it should be ok. Keep in my the entrance is going through a little souvenir store and out the back door. Little rocky/dirt path slightly inclined, not far from the waterfall.
It is on a school campus so it is probably closed due to school being on holiday breaks. I would say it opens back up whenever the school does, but I am not 100% on that.
Not near the falls. There is a swimming area outside the entrance to the falls.

Maybe a couple of hundred feet scenic walk. You should be able to get in and see it and back to your car in 30 minutes or so.
I seriously doubt that there are horse trails. Toccoa Falls are on a coplege campus
As far as I know, there is No kitchen. They do have weddings there but I don't know about things like reunions or partys??
What they said! Worth 2 bucks! Check out the "Band of Brothers" museum & gift shop in town, too. ($12.00 for the museum)
You will need to pay if you do not live in Stephens county, it is a loose gravel path to the falls wheelchairs can make it but make sure you have extra support staff to help them along. I agree with Leader Ship bring a box lunch or sandwiches and make a day of it, there is a large viewing area with some seating around it.
