Why isn't the dine in part open? Didn't they get the memo that they can be open for dine in or what?

There are a lot of restaurants that haven't decided to have the dine in opened yet. The McDonald's. Wendy's, Arby's and Popeyes are still doing drive thru only in the area of the Burger King you went to.

Are they closed down? They haven't been opened for days now.. Its light out
