My best option to tell you is to go on the DeKalb County Watershed Managment App and it will lead you into the direction and person you need to talk to......
No you can call watershed and ask us to come out and flush the fire hydrant to clear out any mud that maybe in the water pipe and if you low water pressure we can check that out as well.but if you still the contractors in your neighborhood then get their information just in case you end up requiring a plumber
Pur water filter makes a big difference. Wouldn't drink water without it.
