These are answered by guides or other people, rarely by the people who work there. You'll need to call them and make an appointment to see if they can help you but most everything is income based.

Calling them is a nightmare getting through! It's best to go in person at 7 or 8am when they open. They see the first 10 people in line THAT day (but I think it's only Tuesdays and Thursdays?) You can go in anytime though for an application and the lady at the front desk will give you info of what you'll need. Basically, you'll need proof of income for everyone in the household for the past 3 months, your electric bill, birth certificates and SS cards for yourself and any minor children in the home (possibly spouse too but I've always just had me and my child). In the meantime, go down the street to Salvation Army. Again, you'll need all the same documents but they'll help you pay off your past due bill if there are children in the home.
