No, it's based on a sliding scale fee. The location on Mesa Dr does offer free HIV testing on Thursdays.
Check out healthntx.org. Health Services of North Texas is not a hospital, but is a group of Physicians and practitioners who act as your primary care doctor's office. They provide care for everyone, insured, underinsured, and no insurance. No matter what your ability to pay is, they will work with you so that you can get care. Even if they don't have in-house oncology services, they also have staff that can help you find resources and other possible Avenues for treatment. Health Services of North Texas is a non-profit, nationally recognized, Federally Qualified Healthcare Center (FQHC). Definitely worth contacting to see how they can help. A great group of caring people.
