Beyond adequate parking. They were super helpful over the phone with assisting me with anything I needed to bring with me to the office. They were very professional and helpful in assisting me throughout my entire experience.

No you go to the Secretary of State Office. There is one located on 1759 Barlow St, Traverse City, Mi

If someone comes to the city clerk desk today (Oct 9th 2018) can they fill out a voter registration application and submit and be able to vote Nov 6th?

If they come to the County Clerk with their id, yes they should be able to. The City Clerk can only register City residents.
