I believe officially yes, but you can just walk up and start fishing no questions asked. As long as you follow procedures and catch-release you should be fine!
Right...so then which is the lower lake? Would that be the southern most part of the Lake? There is supposed to be a meeting there at 7pm every Sunday, but its hard to find for most people!
