Here is the answer and please feel free to share... The reason why Walmart's don't answer phone calls... Its called short staffed, meaning not every dpt. will have an employee available or scheduled. Each store has expenses and payroll is am expense. And your accusations vary by store location. If you were in line at customer service and there one person working the register, would you be upset if that associate made you wait to answer a phone call? Exactly, so before you over-react put yourself in their shoes. I hope this has been helpful.
