Well it's a local area to picnic, fish, snorkel, crabbing, lobsters; the latter two was my reason to being there. Due to Ian there is a bit of onshore debris which Monroe county should soon address. Nevertheless it was a perfect day.

Not crowded and lots of things to see. Lionfish, tropical fish, lobsters, crabs, jellyfish and other wildlife populate the area.

Beautiful location and great snorkeling right off the shore. It is all hard stone with no sand, so bring a beach chair.

Great place for beginner snorklers to actually see wildlife and experience the ocean in an easy environment. Check for secret tips about this place in my Real Keys List

Try Ramrod swimming hole. It's not as nice as horseshoe, but you can swim there.
We were there a few weeks ago and I think the water was in the low 70s and it's probably only get colder between now and the Spring so it depends how tolerant you are (I'm not sure how much colder I'd swim in). Also you mention "beach" - just so there's no misunderstanding, IMHO, this is a nice place to snorkel but there's no beach. If you want a beach, I would strongly recommend Bahia Honda Park nearby.
It's basicaly like a crater and it's shallow all around the sides and deeper in the middle. I'm not sure it's 40' anywhere (I thought it was only about 20' deep at the deepest but I haven't dived in the middle and I've only gone around).
