My friend says there's a nice beach in Key West at Fort Zachery Taylor at the Truman Annex. She said the best is at Bahia Honda State Park.
No, overnights are not allowed. Park closes at sunset.

Yes. If you get there at low tide you can walk out to sandbar that's about 100 yards off the beach. Also to the right of the beach when you're looking at the water there are 2 really deep holes that are good for snorkeling, at least for a novice like me.
