Uber drops you off at the baggage check area and you should plan on being there 30 minutes before your scheduled boarding time. Uber picks you up at baggage claim.

We used Brooklyn Motor Inn. Walking distance to the port. Was ok. No coffee. But convenient.
I would not think so. The area feels safe. We walked the streets down to the waterfront and around the terminal. Used to be all heavy industrial but the whole area is being rehabilitated.
I don't think so. Hop On/Off buses usually go to sites of touristic interest. The neighborhood of the Brooklyn Terminal is mostly industrial /residential.
You can catch a ferry from the Brooklyn terminal to either Wall street or (with a free transfer) to 34th st and the east river. The ferry has lots of room and is very comfortable.

You'll be given an official boarding time. You can arrive earlier, but the line usually prefers that you don't. In any case, you can check your bags very early, and return at your assigned time.

The QMII usually arrives by 6 or 7am. The ship has to be first cleared by customs and immigration before anyone disembarks. Passengers are assigned disembarkation times, based upon their deck and cabin class. So passengers disembark over a period several hours: roughly from 7:30 to noon. Passengers who can transport all of their own luggage can "self disembark". They can leave the ship starting after it has been cleared; usually around 7:30-8:00. If you're meeting someone, ask them what time they've been assigned and/or if they're self-disembarkng.
You need to address this question to Cunard! I could tell you when I've seen the desk agents leaving the terminal for the day, but that isn't necessarily as late as you could check in. 2-yes. 3-maybe. 4-I'm not so sure! You certainly don't want to miss the boat.
There is a lane for picking up passengers, but if the terminal is busy you couldn't idle there. There's a parking lot on the premises, but I don't recall the rates. The simplest thing might be for your ride to find a spot on the street just outside of the terminal. You an call them when you've claimed your luggage and cleared immigration. It'd be a home made version of the "cell phone waiting lots" that many airports have.
No, there aren't. The Hertz office on Atlantic Ave in Brooklyn will pay for a cab ride to their office (it's about 10-15 mins, as I recall): "Cab fare from Brooklyn Cruise Terminal to this location will be reimbursed up to $10.00 with receipt and proof of arrival on a cruise ship."

There's a Wyndham in Brooklyn, but I don't think it has a shuttle. Nor does it appear that any in Manhattan do, either. You may have to rely on a taxi or Uber, rather than hotel transport.

There's a Hertz location in Brooklyn. They used to reimburse taxi fare from the terminal to their office. They may still do that.
