Food is good and the staff is efficient. When sailing on the river, you feel a glimpse of the days when river boats were there.

Yes, there is a ramp that leads down to the cobblestone near the front of the entrance of the dock. Both boats are wheelchair accessible on the first deck only (Both boats have two indoor levels, and then a top/open deck).
Either time it's beautiful either way, but during the day you can see everything along the river and at night the ciry lights are very romantic.
During boat season (around April - September), they have specialty cruises that run on Friday nights. Typically on Fridays, there are the standard dinner cruises during the evening, and there are also Majic cruises (based on the radio station) that start around 9pm. All specialty cruises are usually booked at least one week in advance to ensure a spot reserved. You can pay credit through the phone/online, or cash in person at the ticket window by the boats.
There is parking on the levee (cobblestone by the riverfront) for $6, all day. However, parking availability may be limited depending on the river levels. There is also a parking garage structure about half a mile north of the Riverboats.

Different prices, depending on time of day and what's included with the ride. A radio station sponsored my last trip (night time, live DJ, food). Just check the web page. Oh and don't park on the street, they ticket.
Just a quick look around on their website showed that every 20th ticket purchased is complimentary.
Everyone wore a mask, so I can't speak for how strictly it's enforced cause everyone did it. I didn't roam around too much but I didn't see any unmasked people. There are no meals, they sell snacks and drinks but you eat it socially distanced at your own risk. The chairs and people are as socially distanced as you could be on a boat like that. Chairs were set up nicely but some people moved them around.
There are a variety of cruises. Some come with a buffet. Others do not. The price varies depending on the cruise. One of them even goes to Kimswick I believe.
The skyline dinner cruises run from April to October, only on Fridays and Saturday nights from 7:30 pm to 9:30 pm. Boarding will start at 7:00 pm. Note that reservations are typically made at least one week in advance as it books out pretty fast (can be paid in advance by credit through phone/online).
Small dogs are allowed on the boat. However, they are not allowed on the carpeted area or on the same floor as the concession stand.
