This is not the closest Post Office from my house but the fast service and friendly staff make it well worth traveling the extra distance!

Went into this post office to try to get packing supplies and they were fresh out. Also there was no attendant available and no message indicating why even though I arrived during normal business hours. I had to validate my parking with the nice people at the business next door. Do not go to this post office. Go to the one by UNR or the one on Vassar.

Anytime during business hours, but if your looking for the least busiest time, middle of the the day. It is the Busiest in the morning at right before they close.
The post office downtown on Sierra Street in between 1st and 2nd sells them at their window
Yes you can easily do this either online or in a branch
It depends on your actual mailing address, not just the zip code. You can look it up on the USPS Web site under postal client service address account management......
It changes each year, but it runs around $50.....
